Academic Board


Academic Board of the school comprises:

1) The Dean;

2) Associate Deans;

3) Heads of the School.

Academic Board members of the school also include:

1) Head of the Trade Union of the Staff of the School;

2) Head of the Trade Union of the Students of the School;

3) The Student Dean of the School.

Academic Board members of the school include elected representatives of academics, who are elected by the Conference of Employees of the School upon recommendation of the Conference of Employees of Structural Departments from among professors, doctors of sciences, doctors of philosophy that are determined by the Academic Board of the School. The elected representatives are elected by the Conference of Employees upon recommendation of the Conference of Employees of Structural Departments according to the quotas that are determined by the Academic Board of the School. In addition, the Academic Board of the School includes elected representatives from among students according to the quota that is determined by the Academic Board of the School, and also an elected representatives from among postgraduate and doctoral students.

The Academic Board of the School is presided over by the Chairman elected by secret ballot from within its members who have an academic degree and/or academic honorary title for the term of the Academic Board. The ground for removal the Chairman from office is withdrawal from the Academic Board.

The Academic Board elects the Deputy Chairman of the Academic Board by open ballot on the proposal of the Chairman of the Academic Boardfrom within its members who have an academic degree and/or academic honorary title for the term of the Academic Board. The ground for removal the Deputy Chairman from office is withdrawal from the Academic Board.

The Chairman of the Academic Board controls the activity of the Academic Board, organizes the planning of its activity and execution control, signs the decisions made by the Academic Board.

The grounds for suspension from the Academic Board of the School of an individual, who is the member of the Academic Board, is breach of employment relations between the university and the individual, or their reassignment to another position. The grounds for suspension from the Academic Board of the School of an individual, who is an elected representative of academics, is breach of employment relations between the university and the individual, a written statement by the individual addressed to the rector about withdrawal from the Academic Board, re-election. The grounds forsuspension from the Academic Board of the School of an individual, who is an elected representative of other employees of the school (aside from academics), is breach of employment relations between the university and the individual, occupational change-over of the individual to the main job outside of the university, a written statement by the individual addressed to the rector about withdrawal from the Academic Board, re-election. The grounds for suspension from the Academic Board of the School of an individual, who is a representative elected from among the students, postgraduate, and doctoral students of the school, is expulsion of the individual from the university, a written statement by the individual addressed to the rector about withdrawal from the Academic Board, re-election. The grounds for suspension from the Academic Board of the School of the Head of the Trade Union of the Staff of the School, Head of the Trade Union of the Students, Postgraduate, and Doctoral Students of the School, and The Student Dean of the School are their re-election, expulsion of the individual from the university, or breach of employment relations between the university and the individual.

Organization of the meetings of the Academic Board of the School

Regular meetings of the Academic Board are held according to the plan of its activity for the current study year. The plan of activity of the Academic Board is made by its Chairman on the ground of recommendations of structural departments, the methodical commission, the Student Council, the elected body of the Primary Trade Union Organization of the Employees of the School, the Primary Trade Union Organization of Undergraduate, Postgraduate, Doctoral Students of the School. The plan of activity of the Academic Board is formed for the next study year and approved by the decision of the Academic Board at the last meeting of the previous study year. The plan of activity can be edited. The meetings of the Academic Board of the School are considered valid if at least 2/3 of the Board members are present. The meeting of the Academic Board of the School is presided over by its Chairman, in the event of their absence – by the Deputy Chairman. The Secretary of the Academic Board of the School is responsible for organizational provision for conducting the meetings of the Academic Board of the School. The Academic Board of the School The Academic Board of the School adopts its decisions by open or secret ballot. A secret ballot is conducted in cases set forth in laws and regulations, or by the decision of the Academic Board.

Academic Board of the School:

determines development prospects of the school;

deals with the matters of organization of educational process in the school;

determines general spheres of the scientific activity of the school;

elects assistants, lecturers, senior lecturers, associate professors, dean of the school by secret ballot;

recommends individuals for the positions of the heads of departments and professors by secret ballot;

approves candidatures of deputy deans of the school;

considers education programs and syllabuses taking into account positions of bodies of student self-government of the school and also recommends them for approval to the University Academic Board;

approves and submits working education plans to the rector (pro-rector in the field of activity) for confirmation;

approves the programs of academic disciplines;

recommends academics, research and teaching staff before they are given an academic and honorary title by secret ballot;

considers and recommends the regulation on the school and its department to the University Academic Board for approval;

considers reports of academics;

makes a reasonable request on premature termination of the agreement with the head of the departmentto the rector;

considers issues of creation and development of training and production facilities of vocational training of students;

considers proposals on changing the structure of the school and its renaming, reorganization and liquidation of its structural departments;

recommends research works for inclusion into the syllabuses of scientific research and developments of the university;

approves reports on research works;

considers and recommends qualification status of the research staff for approval by the University Academic Board;

gives recommendations to doctoral candidates for consideration at the meeting of the University Academic Board;

considers and recommends topics of doctoral dissertations for approval by the University Academic Board;

approves topics and research advisors of the dissertations for obtaining the degree of Doctor of Philosophy (Candidate of Sciences);

considers and recommends the candidature of academic advisers of doctoral dissertations for approval by the University Academic Board;

considers reports of postgraduate and doctoral students;

considers and recommends educational, scientific, and other publications for being given a classification code;

hears and approves reports on the activity of specialized councils;

recommends projects of research works for competitions of various levels;

hears the summary of research work of the school for the year;

considers other issues regarding its competence and issues that do not contravene the Charter of the University.
