Lecture by Higher Education International Expert Volodymyr Briller

Share experience in strategic planning with regard to the specifical nature of higher education in Ukraine.

Karazin University has begun a course of interactive lectures by the international expert in higher education, Executive Director for strategic planning and institutional research of Pratt Institute (New York, the USA), Professor Volodymyr Briller.

The University President Vil Bakirov wlecomed those present with an opening address emphasizing that Mr. Briller would share his experience in strategic planning with regard to the specifical nature of higher education in Ukraine for he is our compatriot.

“There are four features of world-class higher education institutions: world-class faculty and students, unlimited resources and favorable management. The views as to the last one differ, but in general it is defined as follows: the Administration manages the financial and other resources, and the faculty have full academic freedom,” pointed out the lecturer.

Mr. Briller outlined the role of strategic planning in higher educational institutions by the example of Pratt Institute, and offered his own decisions as to its efficiency improvement: opinion polls conducted by an independent professional group, ensuring of transparency of actions, all the participants of the academic process involved in the institution's activity. Today, Pratt Institute holds leading positions in international rankings, although this was not always so.

According to the lecturer, each US University has departments of institutional research. Their initial purpose is accountability before the state, but they also monitor the efficiency of its subdivisions. Their main functions are internal and external accountability, planned and special projects, data management and technical support, research and development.
